| name | Name of the distribution list. Please read [[restapi:appx_phonelist#list_name|List Name]] section. This parameter must be [[restapi:appx_ciphering|Base64 encoded]] |
| userName | User name who creates the distribution list. This parameter must be [[restapi:appx_ciphering|Base64 encoded]] |
| to \\ <wrap notice>POST</wrap> | File with recipients who will receive the message. Use **"to"** as field name. Please read the [[restapi:appx_phonelist#segmented_recipient_list|Segmented Recipient List]] for more information about this file |
